Situated in Melbourne's Docklands, the proposal addresses the identified need for more community focused public infrastructure and the suburb's poor connectivity to the surrounding city. The broader urban scheme proposes a much needed pedestrian and bicycle link between the northern, central and southern banks of the Yarra River. Central to the link, situated dramatically below the looming Bolte Bridge, a public swimming pool complex and urban park are proposed.

The existing former dock control tower forms an axial centre point for the pool complex and surrounding park's programmatic and formal distribution. Metaphorically the control tower acts as a lifeguard tower from which visitors can establish visual connections to adjacent water bodies. The importance of the tower as a celebrated remnant of the site's former use, combined with maritime references deployed in the architectural language of the pool are explicit attempts to bring back Dockland’s lost sense of history.
